NOCCOG staff have submitted two grant applications to the New York State Archives with an eye towards helping eight member municipalities improve the way they keep their real property records, and to create database indexes to identify and find those records. The municipalities participating in the cooperative grant project are the towns of Annsville, Floyd, Forestport, Lee, Steuben and Western, and the Villages of Prospect and Sylvan Beach.

The reorganization process involves a shift of parcel records (zoning, building and planning records) fromo date- and number-based filing systems to a system based upon the Oneida County real property parcel ID numbers. Since the property ID numbers normally remain constant withy a parcel, as opposed to owners, it is a more efficient method of record-keeping.

The second State Archives project would involve creating an electronic database of all the municipalities parcels and including all development actions which have occurred on each parcel. This would include, among others, zoning and building permits, variances, easements, site plan approvals, special use permits, etc. Word on the success of the grant applications is expected in May, 2005.
