1. Tug Hill Commission Community Survey and Forums - You are encouraged to attend one of the community forums that are under way at different locations in the Tug Hill region. The forums are being held to present the results of the recently completed region wide Indicators Survey.  This phone survey was conducted by the Center of Community Studies at JCC for the Tug Hill Commission and the five councils of government.  The goal of the survey was to collect residents' and landowners' perceptions and opinions about a variety of issues and opportunities in the region.  Tug Hill citizens and local officials are invited to attend one of the forums to learn about the results as well as offer further responses to the issues addressed.   If your municipality is working on its own Comprehensive Plan, they will certainly find the information interesting and useful. The information gathered through the survey and forums will be incorporated into the Tug Hill Commission's 2009 Strategic Planning process, and will be used by NOCCOG and the other Councils of Government to evaluate our programs and priorities. The following dates and locations are for the remaining forums:    

                Town of West Monroe, Fire Hall --           Thursday, June 11, 6:30-9:00 p.m.         

                Town of Lee, Town Hall -                        Tuesday, June 16, 6:30-9:00 p.m.

                Town of Redfield, Fire Hall -                  Thursday, June 18, 6:30-9:00 p.m.

                Town of Martinsburgh, Town Hall -      Thursday, June 25, 6:30-9:00 p.m..

2.  Subdivision and Site Plan Review  -  A   workshop sponsored by the Tug Hill Commission and held     at JCC in April offered a great deal of information to help Planning Boards during the subdivision and site plan review process  There have been requests for copies of the power point presentation that was done by Doug Miller, P.E. from Miller Engineers.  You can download a PDF copy of the presentation by going to the Tug Hill Commission web site at http://tughill.org/ or by going directly to the power point presentation at   http://tughill.org/JCC22April2009ProjectReview.pdf.  The information would be useful for codes officers, Planning Boards and ZBAs .

3. Small Wind Energy Conference - Herkimer- Oneida Counties Comprehensive Planning Program is sponsoring a small wind energy conference on Saturday, June 27 from 9:00 a.m. - noon at MVCC, Utica Campus, Alumni College Center, Room ACC 116. Admission is $5.00 check or cash payable to HOCCPP. Register by calling HOCCPP at 798-5710.

The event will provide an educational opportunity for municipal officials, agricultural community and the general public to learn about small wind energy systems. Speakers will discuss the components and energy output of small wind systems along with a local experience of the construction of an agricultural related wind turbine system.  Speakers will be Philip Hofmeyer, Ph.D., Assistant Professor, SUNY Morrisville who will speak on On-Farm Wind Energy and John Wagner, Field Advisor, NYS Farm Bureau, who will speak on Agricultural Use Wind Systems. This conference will satisfy 2.5 hours of training. Please indicate on the registration form if you are attending for continuing education credits.

4.  Spring NYS Archives Workshop - Your Role as Records Management Officer  will be offered  by the Office of New York State Archives on Wednesday, June 17, 9:00-:100 pm at Rome City Hall , 198 N Washington Street, Rome.  The workshop will review the laws that established the role of Records Management Officer (RMO), identify the responsibilities of the RMO and others, discuss the attributes of a goof records management program, provide tips for building a records management program and maintaining support over the long term, provide a forum for sharing on strategies  maintaining  support, and review the services offered by the State Archives to organizations that want to establish a records management program.

5Land Use Training Conference - "Save the date" postcards have recently been mailed  to municipal officials  in Oneida County  and Herkimer County by Herkimer- Oneida Counties Comprehensive Planning Program for its annual land use training conference that will be held on Saturday, October 3, 2009 from 8:30 a.m. to 3:00 p.m. at  Mohawk Valley Community College Information Technology Building, Utica .The event is a whole day of training for planning and zoning board members on a diverse selection of land use topics such as agriculture, county referrals, geographic information systems in addition to the basics of the duties of planning boards and ZBAs. Those who participate in the conference will receive 5 hours of their yearly required training.

6.  Black River Initiative Newsletter - The spring 2009 edition of the Black River Initiative Newsletter by the Tug Hill Commission is now available.  It contains articles on the Black River Blueway Trail, Black River Trail and Maple Traditions Scenic Byways, Black River Watershed Management Plan, navigation improvements on the Black River and updates on various community and municipal projects as well as revitalization efforts along the river corridor.  If you did not receive a copy and would like one, please contact the commission office or your circuit rider.

7.  Local Government Consolidation Initiative - NYS Attorney General Cuomo has announced plans to strongly encourage the consolidation of local governments.  The bill overwhelmingly passed the Assembly on June 1, only one week after it was introduced.  The Senate is expected to take action it in early June. Supporters of the bill feel abolishing New York's 10,521 governments would reduce property taxes. Critics expressed concern that fewer towns, villages, fire districts and special districts would lead to diminished services.  The bill is opposed by the Association of Towns, New York Conference of Mayors, and the NY Town Clerk's Association.  Members of the Town Clerks Association should have received an email with more information on this bill.
