September 2009 Announcements

1.  Salary Survey - The salary survey will be mailed out the first week of September.  A copy of the completed information will be sent to the Supervisor or Mayor as well as the municipal clerks.

2.   NOCCOG Annual Meeting & Dinner -Notices for NOCCOG's 26th Annual Meeting and Dinner scheduled for Thursday, October 22nd at the Franklin Hotel, Rome will be mailed out later this month to local officials.  The social hour will start at 6:00, followed by the dinner at 7:00 .Our annual meeting which will include the presentation of the 2009 NOCCOG proposed budget and election of officers for the NOCCOG Executive Board.  A short program will follow.

3.   NYSERDA Program -The New York State Energy Research and Development Authority (NYSERDA) recently announced two new grant programs to advance energy efficiency and conservation.  This is in addition to existing programs that you may have heard about previously.  Every town and village received information in the mail the first week of August from the Tug Hill Commission about these programs :
       Existing NYSERDA programs: Small Energy Audit Program and  FlexTech Program

       New NYSERDA programs: Program Opportunity Notice 4 (PON 4) for Energy Conservation Studiesand PON 1613 for               implementing  energy efficiency, renewable energy and clean fleet projects

Funding for the two new programs is being provided under the American Recovery and Reinvestment Act (ARRA).   PON 1613 funds are to be used to implement energy efficiency, renewable energy and clean fleet projects. If you have already had an energy audit this program will provide funds to implement the recommendations.  Applicants may request up to 100% of the project cost, up to $1 million per proposer (cap of $500,000 for clean fleet projects). Deadlines for grant applications are October 26th, December 21st, and February 16th, unless all funding is allocated before the final deadline. Please let us know ASAP if you are interested in taking part in one of these programs.

4.  Fall Workshops for NYS Archives Records Management - The following workshops are being offered in the region:

            Microfilming and Imaging: Using Both Effectively - Tuesday, 09/29/2009, 9:00 AM - 1:00      PM, Utica City School District, 1115 Mohawk Street, Utica, NY 13501

You may register for any of these workshops by calling Denise Russo at the regional office in Utica at 315-793-2780 or by going to the NYS Archives website and registering online the link to all workshops being offered in CNY Region 5 is: http://iarchives.nysed.gov/WorkShops/workshopsServlet?owner=LG&cat=05.  You will receive a confirmation letter one week prior to the workshop.

5.  Land Use Training Conference -The Herkimer-Oneida Counties Comprehensive Planning Program (HOCCPP) will be hosting its second annual Land Use Training Conference at MVCC, Information Technology Building, Utica, NY on Saturday, October 3, 2009 from 8:30 a.m. 3:30 p.m. The conference provides an opportunity for local planning and zoning board members to receive training on a variety of land use topics, both basic and intermediate in scope -   Planning Board Basics, ZBA Basics, Locally Unwanted Land Uses, Evaluating Land Use Applications: Potential Pitfalls, Brownfields, County Referrals, The Environmental Impact Statement, Sound Agricultural Practices, and GIS Analysis Tool

The conference will allow planning and zoning board member the opportunity to complete their yearly training requirement. Attendees for the conference will be able to receive 5 hours of required training in one day.  The cost for the all-day conference is $30.00 for early registration by September 9th or final registration $35 by September 23rd. 6.  ATV'S & Snowmobiles on Municipal Property and Roadways -October 15th from 7:00 p.m. - 9:00 p.m. at the Redfield Fire Hall, representatives from New York Municipal Insurance Reciprocal (NYMIR) will hold a training session regarding the use of ATVs and snowmobiles on municipal property and roadways. Participants can expect to learn about ATV and Snowmobile Law and what those laws say about how a municipality designates roads for ATV and snowmobile use. The training will also cover recent court rulings, best practices for designating roads for ATV and snowmobile use, and risk transfer (using the clubs to groom trails).

7.  Oneida County Association of Towns Meeting and Dinner- The September meeting of the Oneida County Association of Towns will be held on Wednesday, September 16 at the Buffalo Head Restaurant, Forestport.  The evening's program will feature Laird Petrie, Associate Examiner, NYS Comptroller's Office, speaking on the town budge process. The social hour is 5:30 with dinner at 6:30 .Cost for the dinner is $19.00 - checks made payable to the Buffalo Head.  Please make your reservations by Sept. 14 by contacting Betsy Mack at 896-2664.

8. Training for Codes Officers -   A workshop for continuing education credits for codes officers will be offered at the Village of Sylvan Beach, Municipal Building, 808 Marina Drive, Sylvan Beach, New York, Friday, September 25, 2009 - 8:00 AM to 5:00 PM. The workshop will be addressing the Inspection of Existing Residential Wastewater Treatment Systems. This training includes a certificate of completion, regulatory books, and reference books with standardized forms.  The event is designed for engineers, code enforcement officers and onsite system professionals who will earn 7.5 contact hours credits. 9. 2009 Lake Management Conference - This event will provide an excellent opportunity to network with community leaders and strengthen regional partnerships. Municipal officials, agency representatives, lake association members, citizen groups, boaters, fishermen, marina owners, community leaders, and other interested citizens will learn effective lake management strategies and regional priorities for 2010. The conference presentations will cover: Effective lake management strategies for Central New York lakes; Local environmental &economic trends;    Control options for invasive plants and animals, including biological, mechanical, and chemical alternatives;   the use of local laws and municipal incentives for lake protection and restoration;   Fishing trends and successful fisheries management;   Green infrastructure ideas for municipalities and lake managers. The  conference will be held on Wednesday, September 16, 2009, 8:30 - 3:30 at Boris's restaurant, 8891 McDonnell's Parkway, Cicero.
