MARCH 2010 ANNOUNCEMENTS
1. Junky Yards/Unkempt Property- The Training Session will be offered by Local Government Education Committee of Oneida and Herkimer Counties at SUNYIT Thursday, March 11, 7:00-9:00 PM at Kunsela Hall at SUNYIT, Utica. Flyers have been mailed out to local officials with a registration form. The speakers will include Tom Romanowski, from the NYS Office of Codes, Joe Booth, Codes Enforcement Officer from New Harford and attorney Ray Meier. Pre-registration is required. There is a $15 charge for the workshop and checks should be made payable to the College Association. There is still time to reserve a seat for this workshop by calling 315-866-4671 or by email to gregmved@twcny.rr.com or jeanne.brown@sunyit.edu. The workshop fee can be paid at the door. 2. Tug Hill Commission Local Government Conference - The early registration date for the Tug Hill Commission's 21st Annual Local Government Conference on Thursday, April 1 at JCC, Watertown. Early registration fee is $50 & must be postmarked by 3/10/2010, registration is $75 if postmarked by 3/17/2010 and if you pay at the door, the fee is $100. The keynote speaker will be Robert Freeman, Executive Director, NYS Department of State, Committee on Local Government. When sending in your registration forms, please mark the registration form in the lower left corner for the courses you would like to take. Also please mark you lunch choice. This helps in planning for enough seating and adequate handouts available for each session.
3. Municipal Energy Grants -The New York State Energy Research and Development Authority (NYSERDA) is administering the Energy Efficiency and Conservation Block Grant for NYS. Three NOCCOG municipalities submitted grants for this program in February There will not be a round 3 for the PON 1613 program. The program has exhausted its funds for northern New York. Applicants are being notified the beginning of March if their applications that was submitted in November 2029 were funded.
4. Village Budget Workshop - The Village Budget process is under way with March 1st being the date when budget estimates are prepared by department heads and submitted to the budget officer. We have set up to trainings sessions from the NYS Comptroller's office in the Tug Hill region for village officials on the Village Budget Process. The sessions will be held: Tuesday, April 6h, 2010, 7 PM - 9PM, Thursday, April 8th 2010, 7 PM - 9 PM Altmar-Albion Municipal Bldg, Boonville Town & Village Hall 15 Bridge Street 13149 State Route 12 Altmar Boonville

5. Black River Watershed Management Plan - The Black River Watershed Management Plan is nearing completion. There is one final opportunity for you to review the plan and associated work. Please join the Lewis County Soil and Water Conservation District and partners on March 17, 2010, any time between 3 p.m. and 7 p.m. at the American Maple Museum in Croghan, NY. This will be an open house format, much the same as the winery open house held in December 2009. A mailing will be going out with more details . 6. Fiscal Oversight Responsibilities of the Governing Board - A training session was offered by the NYS Comptroller's Office from Syracuse earlier this year. in Altmar and Boonville. At that time a publication from the NYS Comptroller's Office was handed out to attendees. We requested a copy of this publication, Fiscal Oversight Responsibilities of the Governing Board, to give to the municipalities who were not able to attend either session. In the back of the booklet are useful forms for local officials to use when doing the yearly audits of fiscal records for the municipality. Please let your circuit rider know if your town or village did not receive a copy
7. Open Government Summit -The New York State Office of the Chief Information Officer/Office for Technology and the New York State Archives invites you to you a very special event. The Open Government Summit, Empire State Plaza - Albany, NY, March 19, 2010, 9 a.m. - 5 p.m. This one-day summit will feature exceptional key note speakers, panel discussions and a reception addressing "hot-button" issues in the "open government" dialogue including : - The meaning of "open government" in the digital age - Operationalizing digital openness - Meeting citizen expectations for access - What the future holds for openness - Best practices - Sunshine Law and archival implications of digital records This summit is designed to bring government officials, technologists, archivists, and open government advocates together with speakers from across the country to discuss the issue of open government in the digital era.
8. NYCOM's Main Street Economic Development Workshops -These tough economic times magnify the need for local government officials to focus on the health of their Main Street and local economy. NYCOM's 2010 Main Street Economic Development one-day workshop is a great opportunity to focus on what local officials can do to enhance the commercial vibrancy and quality of life in your communities. The workshop is designed to allow participants - in the course of a single day - numerous opportunities to interact with the presenters and each other, ask questions and engage in a dialogue about current trends in strengthening your downtown and overall economic climate. The workshops will cover the following topics:
