1SuperCog Meeting Scheduled - The annual SuperCog meeting for Tug Hill towns and villages is scheduled for Thursday, May 6, 2010 at Katie and Karl's, Camden. This will include all NOCCOG town and villages.  Agenda items will include an update on the commission's strategic plan, low volume roads legislation, the NYS budget and its impact on the commission and Tug Hill communities, and a round robin by each of the councils of government.  A mailing will be going out to each community by the end of the first week in April with more information.  We are encouraging the NOCCOG representative from each of our communities to attend this informative meeting and dinner.

 

2.  New Regulations for Retirement Reporting for Elected & Appointed Officials -The NYS retirement system has adopted guidelines and regulations that became effective August 12, 2009.  The goal of these new regulations (NYCRR 315.4) is to be clear, fair, and enforceable for members and their employers in the NYS retirement system.  The new regulations require:       

 

•·         Three month record of activities by the worker

•·         Resolution of the governing board that includes the standard work day, term of office for each official and number of days to report per official

•·         A posting of the resolution by the municipal clerk  for 30 days

•·         The resolution and certification that the record was maintained and received by the municipal clerk must be sent to the NYS Comptroller's Office.

 Additional information, a copy of the sample resolution and posting requirements and a sample for the affidavit for posting are available from your NOCCOG circuit rider.  This information needs to be submitted to the state by June 30, 2010. 3.  Agriculture Districts Information Meeting - The Oneida County Farmland Protection Board and Cornell Cooperative Extension of Oneida County will be offering an Informational Learning Session on Agriculture Districts on Tuesday April 13th at 7:00p.m. at the Western Town Hall. 9129 Main St. Western, NY 13486.  The session does not require pre-registration

The meeting is open to all current and future farmland owners interested in learning about the benefits and the process of being in an Agriculture District. Town and Village staff or elected officials are also encouraged to attend. Members of the Farmland Protection Board, Oneida County Planning Department, Oneida County Soil and Water, Department of Taxation and Finance and staff from Cornell Cooperation Extension will be present. Information will be available on Agriculture Districts, Right to Farm Laws, Agriculture Zoning and Ag Value Assessment. Sessions will be held at different places around the county during the year. 4. DEC Accepting Applications for Volunteer Fire Assistance Grants-Funds to Assist Rural Fire Departments -Applications are now being accepted for federally-funded "Volunteer Fire Assistance" grants. These grants help rural fire departments enhance their wildfire fighting capabilities. The grant program is funded by the U.S. Forest Service and administered by DEC.  Eligibility expenses are those directly related to fire suppression efforts.  These include the purchase of portable pumps, portable backpack pumps, hand tools, hoses, light-weight fireproof clothing (Nomex), hard hats, turnout gear, portable radios, generators and dry hydrants.  Expenditures not directly related to firefighting, such as acquisition of land, construction of buildings and facilities, major apparatus purchases and maintenance items are not eligible for funding. Preference will be given to fire departments that have not received funding in the past five years under the Volunteer Fire Assistance/Rural Community Fire Protection Program. The deadline for applications is May 15.

5. NYS Archives Workshops -This spring NYS Archives is offering some interesting workshops: The following workshop will focus on how to plan for and implement a new imaging system, how to maintain access to images that must be retained for extended periods, how to ensure that image files will be admissible in a court of law, and how to estimate costs of acquiring and maintaining imaging systems

6. Clean & Green Initiative- The Genesis group and its regional partners will "kick-off"  the "2010 Regional Clean & Green Initiative" on Saturday April 24th. This is part of the keep America Beautiful program by encouraging community volunteers to pick up litter along public roads and public property like parks, municipal buildings, etc.. If your community would like to take part, please contact Gerry Ritter at 392-2260 or at Gjritter01@aol.com by April 20th.The Genesis group will provide plastic bags, plastic gloves, posters and banners and has been working with the NYS DOT on picking up the bags from each community.

 

7. Tug Hill Commission Local Government Conference - The conference was held on Thursday, April 1 with close to 600 people attending. It was another very successful conference and we appreciate any input you have about any of the session you attended.
